Excessive tearing, or epiphora, is often caused by a blockage of the the canal that normally allows tears to exit the eye (and makes the nose run). I assume that this avenue was fully explored by an EENT. The other reality is that the eye surface is estrogen responsive, which means that a hormonal imbalance can cause this in individuals. I would look for menstral irregularities and seek treatment for anything in that area with the hopes that a correction might help the eyes.
