Exzema - out of control

I've had lifelong exczema usually on inner elbows and wrists, forearms - lately on neck eylids and under eyes - on earlobes - I don't want to overuse 1% cortizone on my face and eyelids - what can I do? I had a tubal pregnancy removed in Apr. - this problem came in late May and hasn't gone away. Would hormones have done it?
