Resembles Insect Bites

I have a friend that is having a little problem with bumps that resemble insect bites, but can't seem to find any sign of insects. Her neighbors dog did have fleas and thought that they could have been tracked to her home, but mom and daughter have the bumps under clothing, not on any exposed skin. Any info or insight would be much appreciated. Thank you in advance.

Tiny bumps with a dark center appeared over night on breasts, buttocks and a couple on shoulders. Now appearing on infant daughters buttocks. Bumps in the form of the letter "J" giving the impression it is some sort of insect bite. Bed bugs are ruled out. Not on extremeties. no known allergies. Re-washed clothing. No detergent changes. No other changes that can be thought of. Husband has no signs of bumps.

What could this be? As the bumps start to go away, they are leaving a scar.
