I'm not sure. Nonetheless, I would recommend you still go ahead and apply. You can still be accepted even if you don't have all the requirements, but you'd receive a 'conditional acceptance'-- meaning you'd be accepted, but would be required to take the psychology course in the summer before you start ND school. This shouldn't be too much of a problem.
The schools may have some flexibility. For instance, one of the schools that I applied to gave me humanities credit for a foreign language course I took. Exchanging neuroscience for psychology credit may be too much of a stretch though (in my opinion). But it doesn't hurt to apply now, and then see what they decide. Good luck.
