Distance Education BAD. Distance Practice of Medicine OK?

Respectfully, I am a little bit confused. Could somebody please explain to me why is it a person cannot learn theory via distance learning, supplemented with a supervised clinical internship. But a person can examine, diagnose and treat people over the internet?
